Tarek Veylan
Full Name: Tarek Veylan
Known As: Marshal Veylan
Species: Elysarian
Gender: Male
Age: 67
Faction: Protection and Crime Enforcement
Rank: Inspector
Position: PCE Marshal
Specialisation: Fugitive Recovery, Interstellar Pursuit, Cross-Jurisdictional Enforcement
Status: Active
Tarek Veylan is an Elysarian Inspector serving as a PCE Marshal within Protection and Crime Enforcement.
Unlike conventional officers assigned to a particular city, precinct, or patrol district, Marshals specialise in cases extending across jurisdictional boundaries.
Veylan primarily tracks and apprehends fugitives who have fled the worlds on which their crimes were committed.
Murderers, escaped prisoners, traffickers, organised criminals, corrupt officials, and other high-priority suspects have crossed entire star systems attempting to escape him.
Changing planets makes his job harder.
It does not make the warrant disappear.
Appearance
Veylan is an Elysarian male with a lean build and the characteristic elongated ears of his species.
He has dark hair beginning to grey, brown eyes, and a weathered appearance reflecting years spent travelling between worlds.
Although 67 years old, Veylan’s Elysarian biology means his physical appearance and condition cannot be directly compared with a human of equivalent age.
He generally wears practical PCE field clothing rather than conventional patrol uniform.
His coat, armour, identification, and equipment clearly identify him as PCE when operational circumstances require it.
Veylan deliberately avoids looking like military personnel.
His authority comes from the warrant he carries.
Not the amount of armour covering him.
Personality
Veylan is patient, independent, perceptive, and quietly stubborn.
He speaks calmly and rarely attempts to intimidate suspects unnecessarily.
Veylan has discovered that people already know why a Marshal has arrived.
There is little benefit in explaining it dramatically.
He possesses a dry sense of humour and generally treats cooperative civilians with considerable politeness.
Fugitives receive the same courtesy until they provide a reason otherwise.
Veylan does not take pursuit personally.
A suspect fleeing from him is making a legal and tactical decision.
Veylan responds accordingly.
PCE Marshals
PCE Marshal is a specialist position rather than a unique rank.
Marshals operate across the jurisdictional boundaries that complicate conventional law enforcement throughout the Omicron Galaxy.
While ordinary PCE personnel are generally attached to specific worlds, territories, cities, stations, or precincts, Marshals are authorised to pursue qualifying fugitives across multiple recognised jurisdictions.
Their responsibilities may include:
- Fugitive tracking
- Cross-world arrests
- Prisoner transportation
- Escaped-prisoner recovery
- Witness protection
- High-priority warrant execution
- Coordination between planetary PCE authorities
- Cooperation with customs and border enforcement
- Locating wanted persons travelling under false identities
- Returning suspects to the appropriate jurisdiction
A Marshal’s exact authority varies depending upon local law, treaties, and political agreements.
PCE authority is extensive.
It is not universal.
Career
Veylan began his law-enforcement career in conventional PCE service.
His early assignments included patrol and investigative work before he gradually specialised in locating suspects who had deliberately fled jurisdiction.
He proved particularly effective at reconstructing the movements of fugitives across transportation networks.
A spacecraft leaves records.
Fuel is purchased.
Docking clearance is requested.
Cargo is transferred.
Identification is scanned.
Money changes hands.
Messages are sent.
People remember faces.
Even when individual records are falsified, the journey itself frequently leaves evidence.
Veylan eventually became a PCE Marshal and has spent much of his later career travelling between worlds.
Fugitive Recovery
Veylan’s preferred method of apprehension is considerably less dramatic than popular entertainment suggests.
He finds the fugitive.
He determines their routine.
He identifies when they are least dangerous.
Then he arrests them.
Veylan has waited days to apprehend an armed suspect in a location where civilians would not be endangered.
He considers this preferable to starting a firefight merely because an earlier opportunity existed.
Some fugitives surrender.
Some run.
Some fight.
Veylan prepares for all three.
Tracking
Veylan combines conventional investigation with interstellar travel records, financial activity, surveillance, witness interviews, customs information, communication analysis, and behavioural profiling.
He pays particular attention to what fugitives require.
People need somewhere to sleep.
Ships need fuel and maintenance.
Weapons require ammunition.
False identities require infrastructure.
Injuries require treatment.
People contact family.
People return to familiar places.
People become lonely.
Veylan has learned that fugitives frequently make their greatest mistakes after the initial panic has passed.
They begin believing they escaped.
Jurisdiction
Interstellar law enforcement is complicated.
Different worlds possess different governments, legal systems, treaties, and relationships with PCE.
Veylan cannot simply land anywhere in the galaxy and declare himself in charge.
In cooperative jurisdictions, a PCE warrant may provide extensive arrest authority.
Elsewhere, Veylan must coordinate with local authorities.
Some governments require extradition proceedings.
Others refuse PCE involvement entirely.
Certain regions possess effectively no recognised law-enforcement structure at all.
Veylan considers jurisdiction one of the most frustrating parts of his profession.
He respects it anyway.
A Marshal who ignores the law while enforcing it eventually becomes something else.
Beyond PCE Territory
Fugitives occasionally flee into regions where PCE authority becomes limited or nonexistent.
In such circumstances, Veylan’s role changes.
He may coordinate with foreign law enforcement, request diplomatic assistance, conduct surveillance while awaiting authorisation, or track a fugitive until they return to territory where arrest becomes legally possible.
There have been cases where Veylan knew exactly where a wanted person was and could do absolutely nothing about it.
He remembers those cases particularly well.
Equipment
Veylan travels relatively lightly compared with Tactical Response personnel.
His normal equipment includes:
- PCE identification and Marshal credentials
- Concealable protective armour
- P2-series service pistol
- Restraints
- Portable scanner
- Secure communications equipment
- Evidence equipment
- Medical supplies
- Travel and customs credentials
For high-risk arrests, Veylan may request local Tactical Response assistance rather than attempting the arrest alone.
He is qualified with heavier weapons but does not normally carry them.
Sidearm
Veylan’s service pistol has remained with him through much of his career.
Unlike many military personnel throughout the Omicron Galaxy, he has made few significant personal modifications to the weapon.
It works.
Veylan considers this the most important feature a weapon can possess.
Combat
Veylan is an experienced law-enforcement officer and capable combatant.
He has no known anomalous abilities.
His Elysarian physiology provides certain biological differences from humans, but Veylan does not rely upon physical superiority when apprehending suspects.
He prefers preparation.
If Veylan knows a fugitive is heavily armed, he does not prove his courage by confronting them alone.
He calls people with shields.
Reputation
Veylan has developed a reputation among some criminal circles as a particularly persistent Marshal.
This reputation occasionally exaggerates his abilities.
He cannot magically locate anyone.
He has lost fugitives.
Investigations have failed.
Suspects have disappeared permanently.
Veylan does not possess some supernatural instinct telling him where criminals are hiding.
What he possesses is patience.
A fugitive must successfully remain hidden every day.
Veylan only needs them to make one mistake.
Life Between Worlds
Unlike many PCE officers, Veylan spends enormous portions of his life travelling.
Transport terminals, orbital stations, temporary accommodation, government offices, customs facilities, and spacecraft interiors have become as familiar to him as any single city.
He keeps relatively few possessions with him.
Years of travel have taught him that anything unnecessary eventually becomes luggage.
This lifestyle can be isolating.
Veylan maintains relationships across numerous worlds but rarely remains anywhere for particularly long.
There are precincts where everyone knows him.
There are also officers who have worked with him repeatedly over twenty years without ever seeing where he actually lives.
Relationship with Other PCE Personnel
Veylan’s work occasionally intersects with major investigations conducted by officers such as Inspector Elias Mercer.
Mercer finds the person responsible.
Veylan finds where they went.
The distinction has produced a productive professional relationship.
Veylan also works with Tactical Response units when fugitives are considered too dangerous for conventional apprehension.
He has no interest in personally entering a fortified building simply because he spent months locating the person inside it.
Finding them was his job.
He is perfectly willing to allow Chief Inspector Elena Ward and her personnel to handle the door.
Arrests
Veylan has developed a simple routine when approaching cooperative fugitives.
He identifies himself.
He confirms their identity.
He informs them of the warrant.
He places them under arrest.
No speech.
No judgement.
No celebration.
Whatever Veylan personally thinks about the individual is irrelevant.
His responsibility is bringing them back alive so the legal system can determine what happens next.
Reputation Among Fugitives
Stories about Veylan have circulated among criminals operating across multiple worlds.
Some are accurate.
Many are not.
One recurring claim suggests that Veylan once followed a fugitive across seven planets over nearly two years before finally arresting them while they were purchasing breakfast.
Veylan has been asked whether the story is true.
His usual response is:
“It was lunch.”
He refuses to provide further clarification.
Philosophy
Veylan has encountered countless people who believed distance would protect them from consequences.
Some crossed planetary borders.
Others changed identities.
A few travelled halfway across the galaxy.
Veylan understands the instinct.
The Omicron Galaxy is enormous.
It is easy to imagine disappearing inside it.
Sometimes people succeed.
Sometimes, months or years after they last saw a PCE officer, someone knocks on their door.
And Marshal Veylan is standing outside with the warrant.
